Stuck after factory reset

Tablet  wasn't operating correctly with several apps so I did a factory reset. Now it is stuck on a screen that says Just a second.  The white strip that says Google Play services has stopped will not get off the screen.  Can’t do anything else because you can’t get into settings etc.
