Have you still got the old monitor?
If so does it still work with the PC?
-Try starting the PC in [link|https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10/|safe mode] and check if it works OK with the new monitor.

If it does there may be a problem with the video settings. Maybe the old settings aren’t compatible with the new monitor e.g. resolution etc.
It is also advisable to turn off both devices when removing/inserting the HDMI cable to avoid causing problems to the HDMI controllers. HDMI is not really hot swappable
