No buttons work on sealed 2ds

Sold my sealed, never opened 2ds recently but it was returned as buttons weren't working. I got it back and sure enough the direction buttons, stick and letter buttons don't work. I opened it and reseated all cables but no joy, any ideas what could be the issue?
