I have a mini with this problem.  I upgraded the RAM and when I tried to power it up, it just beeped every 5 seconds.  I tried putting the old RAM back in, blowing out the socket thoroughly with compressed air, and reseating the RAM.  What finally worked was only putting a stick of RAM in the top slot.  As if the bottom slot has gone bad.
