Try the following and check if the vibrate stays on.

[https://www.t-mobile.com/support/devices/android/samsung-galaxy-s10e/wipe-cache-partition-samsung-galaxy-s10e|Wipe the cache partition] and check it it now stays enabled.

Start the phone in [https://www.t-mobile.com/support/devices/android/samsung-galaxy-s10e/safe-mode-samsung-galaxy-s10e|safe mode] and check. If it stays on in safe mode then a ''downloaded'' app is the cause of the problem. The trick is to find out which one. A ''downloaded'' app is one that you installed on the phone and wasn’t pre-installed on the phone when you got it.
