Mini 4 not charging when turned on

I have an iPad mini 4 thats not charging when on. High current when powered off and pluged in to charger, above 2A and charges up to 2-4% and directly when its powerd on about 0.01A.[br]

I have changed USB IC to new one, no difference. Any ideas?
