No power on and not led on

I have a imac 21.5 and not Power On. The monitor is out and I not see any led’s on. I go to the shop and the diagnostic thay said is the logistic board. But the first led ligth is the power. And that indicate is the power supply not the logic board. Any one con clarify this for me. I’m not whant to buy the wrong parts. Thanks
