+Solder pads etc., look good. Should be a straightforward replacement of the SMD cap. All you would need to do is to measure the distance from solder pad-to-solder pad so you know what package size the cap will have to be. According to the schematic the cap seats in the audio Left circuitry. There should be no reason why your Sega would not work without it. It’s an easy fix so just fix it to keep your device working well.
