Did you check that there is power on ''both'' of the [https://www.dualav.com/support/manuals/xvm279bt.pdf|power inputs] to the device? (See p.4 - Accessory red wire and Batt yellow wire +12V via inline fuse)
If the power is available on both inputs and since the device is new, contact the manufacturer as per the warranty statement on p.16. ''Do not open'' the device to find out what is wrong as this will void the warranty.
