Espresso steam wand not working with strange symptoms

I have the Breville Cafe Roma and the steam wand isn't working. I've searched all over for reports of similar symptoms to what I'm experiencing with no luck.

The pump/hot water side works fine. When I switch to steam, at first nothing happens. If I let it warm for a few minutes, eventually an extremely anemic stream of steam may puff out, and/or some drips of water. Sounds clogged, right? But if I switch to 'brew' and then quickly back to ‘steam', all of a sudden a volcano of steam comes out of the wand! It then quickly tapers off back to nothing. Repeating the same quick back-and-forth switch again produces a huge gush of steam from the wand.
