ifixit does ship to India but will not send batteries from their USA store to anywhere else in the world, outside of the contiguous 48 US states i.e. not to Alaska or Hawaii, but will to the rest of the USA.
There are other ifixit stores located throughout the world (click on store icon at the top of this page to see where they are) who might ship batteries outside their own country but you would have to check with the store as they have restrictions as well.
