How do I fix constant 6400 RPM fan speeds?

My macbook air fan has been running at 7200 rpm for a while. I was instructed to replace the fan so I did. Now instead of running at 7200, it is running at around the maximum (6400-6500). I’ve cleared the PRAM and the SMC, neither changed a thing. I’ve also factory reset the device. Nothing I did helped (except the fan change but still high RPM). Software like TG pro and Macs fan control (in which I should be able to control the fans) do not work. Nothing changes. The high RPM is causing a lot of noise.
