So I had a similar problem - I had my battery (& keyboard) replaced on my Macbook Pro 13” (2015). When I got it back, none of the function keys works (brightness, volume controls, etc.). Resetting PRAM/NVRAM, resetting SMC, unchecking the “Use F1, F2, etc. keys as standard function keys” in Keyboard preferences: none of these worked.

It’s a “Key-remapping issue” (I admit I don’t quite understand it fully). But download Karabiner https://karabiner-elements.pqrs.org/ – you’ll have to give it some permissions; open it up and simply quit out. Now your keys should be mapped correctly.
