Assuming that the troubleshooting logic was sound, my observation here is that I would try:
# to see if the device gets recognized by iTunes or 3uTools. Drawing current indicates that it is charging but that doesn’t mean the device has booted.
-# a replacement screen to see if that solves the problem. The screen may have been damaged during disassembly and what was originally just a charge issue, then became something more.
