If the iPhone is a trusted device on your Mac or PC, it’s possible iTunes could work to back up. Then you can restore the backup to another iPhone. This is a big maybe as it all depends if iTunes will ask you to enter a passcode on the phone. If you’ve never connected that iPhone to your computer before, it’s not going to work. You need a display.
However if you don’t know the password to the iPhone and / or the iCloud account, it’s not going to work assuming it’s a hand me down phone and not originally your phone.

-If it’s worth it to you, you can enlist Apple to help. Even a hand written receipt can work as long as someone hand writes the serial number. It will take a couple days but you can then get it unlocked. So there is hope. I have done it this way with an original iPad Mini that I let someone borrow and they forgot their password.

-Of course, there is that small detail with the screen. You can at least call Apple before you go through the trouble of replacing the screen to double check if they will help you. You need to get the process going anyway and it will take time. Once you get the ball rolling and get an e-mail that the unlock has been approved you can go replace the screen. Just don’t tell Apple it doesn’t have a screen as that will open up a new issue of them not wanting to help you because the phone is unsalvageable from their limited point of view.
