Why flashing lines appear on screen when playing games

I am getting these wierd flashing lines in every game I play, and happens only when playing games. Does not happen on playstation menu or game menus. why is it doing this? my device PS4 Pro CUH-7216B model. I have attached a google drive link to of a screen recording of the glitching[br]
