Similar problems have been answered on the internet, but not quite like this. So the car horn on my dad's 2006 eclipse started continuously going off the other night. I ended up disconnecting the battery to get it to stop. The next day I checked the fuses, pulled the relay (obviously stops the horn) replaced the relay still goes off as soon as the relay was plugged back in. If I disconnect the horn switch at the steering wheel the horn will still go off as soon as I put the relay back in. What's weird is starting the car makes the horn stop, and the horn when pressed works fine.
