If a power refresh or reseating the RAM doesn’t work , then there is a motherboard problem that would have to found.

Try to locate the motherboard schematics, by searching online for (''insert motherboard’s “board number”) schematic,'' to hopefully find the schematics so that the motherboard’s power circuits can be tested
