It looks like you can remove it:

# Remove both brush roll bands (use existing guides)
# Remove the two screws near the left end of the hard brush, the one with a large white gear.
# Slide the long thin flat brush on the bottom out through the side
# Lift the two metal wires you just exposed supporting the hard brush on the bottom
# Push the hard brush from the right end and it should slide right out.

I haven’t found replacement parts for it yet, and the hard-to-reach parts where hair might gather that are still hard to reach unfortunately.
