MacBook Pro late 2013 shift key repair/replacement

After a trip to the beach, some of the keys on my Macbook got sluggish and sticky. I have cleaned up all of the sticky keys except the left shift key. The only guide I could find on YouTube shows that there should be a metal bar across the bottom of the key cap. When I took the key cap off, there was no bar. It’s an A07 keyboard. The laptop was a refurb, so it’s possible that they (Apple) missed it. Does anyone know whether this keyboard should have the bar?
