+New replacement battery for MacBook Pro not recognised

I’ve reset the SMC like 3 times (shift + contro + option+power button) for more than 10 seconds. No change at all. I know the MB pro 2016 sees the battery as it says 1% charge and “Battery is not charging”. I have as apple suggested unplugged the Thunderbolt charger and plugged it back in - no change. I shut the MB Pro down and waited 30 minutes and then powered it back up - no change.

Frankly, I’m out of ideas. From a Li+ battery view it appears the SMC and the BMS are not correctly communicating so the SMC can set the charging voltage and current. The bigger question is how to solve the problem?
