-Be sure to use the exact same PS4 controller that was activated for the PS4 console initially, before it crashed. Try unplugging, then reconnecting, the power cord from the back of the PS4 console and then turning on the power button on the PS4 console with the assigned PS4 controller attached with its chord connected to the PS4. This worked for me when this happened from someone using faulty electrical equipment that caused two consecutive brief power outages. I didn't have to do any kind of updates or resets of any kind.
