wont power on unless plugged in but then stays on fine.

Hi My xbox one s controller won switch on unless plugged to a USB power source but once it has booted it will run on charge as normal.  I have a working Controller as well and i have tested 2 power packs and 2 sets of working AAs all to the same effect.

Whats wrong and how do i fix it?
