CPU Hot/Running with Logic Board Removed

I was checking power rails on an 820-3115-B and the CPU got hot! I turned it off right away, but I thought the CPU wouldn’t turn itself on when the LB was completely removed from the case.

How can I check voltages without the risk of frying the CPU?
