Just verifying that the OS is Win 10 32-bit, is this correct?

Does Device Manager show that the touchpad device status is ''This device is working properly''? To view the status, right click on the touchpad entry in Device Manager > Properties > General Tab > Device status.

Did you check that the touchpad is enabled and has not been disabled? Go to ''Start > Settings > Devices > Touchpad > On''

Is the installed touchpad driver a Dell driver or a generic Windows driver?

If it is the Dell driver did you try uninstalling it and replacing it with the generic Win 10 driver?
