Flashing power LED/Wifi no boot

Looking for a diagnosis on slow blinking power LED and slower blinking Wifi LED[br]

machine not booting , cpu  slightly warm no fan spin.[br]

Ram is soldered so unable to remove, removed hdd though.[br]

Any ideas[br]
