Just verifying that you tried adjusting the "Contrast" setting or any other setting in the TV's "picture" menu area to see if this improved the picture at all, as you never mentioned it?

Here’s a link to the [https://cdn.vizio.com/documents/e60e3/um-e60e3.pdf|user manual] for the TV. On p.13 it shows all the picture setting options
Also given that it is OK when viewing the menu screens, have you tried a different input, input type e.g. HDMI, Component video, Composite video, different cable(s) or even a different signal source e.g. a dvd player to check if the picture is different or not, just to hopefully narrow down the problem?
I only suggested this as the hardware for viewing the picture on the screen is the same from the mainboard to the screen when viewing the menus as when viewing a signal from an external source and you have already replaced the mainboard

I only suggested this as the hardware for the picture on the screen is the same when viewing the menus as when viewing a signal from an external source except that the image information for the menus comes from the eeprom on the mainboard and for the external signal it comes from the signal processor stage on the mainboard and you have replaced the mainboard.
