From the looks I’d say nobody can fix it, as the main cable has been ripped very close to the button, no room to work on it. You can try at Apple, they’re the only ones who can program a working button to get back the touch ID. If you can live without fingerprint recognition you can install a third party home button such as the JC or HQ, they are not perfect but they’re decent replacements for the return to home function.
