The Volume buttons may be jammed.
-It may be that you will have to open the tablet and find out why the Volume buttons are jammed.

-The Volume buttons being jammed may be the cause of the tablet being in safe mode.

As you can see from the procedure to enter safe mode in your model:
Turn the device off.
Press and hold the  '''Power''' key.
When 'Samsung' appears on the screen, release the Power key. Immediately after releasing the Power key, press and hold the  '''Volume down  key.'''
Continue to hold the Volume down key until the device finishes restarting.
