I was having the same issue, but I have the Inspiron 5555.  I tried EVERYTHING to fix it.  Found out it was actually my touchscreen causing the issues.  I had to disable the touchscreen in Device Manager, and now my touchpad is working fine.  I hope this helps someone and they don’t have to spend HOURS trying everything under the sun to fix their touchpad.
