It usually means that the battery has fully discharged.
Try leaving the charger connected for a while, even 1-1.5 hours and check if the battery is kick started into charging again,
If it does start to charge allow it to fully charge before turning on the tablet.
If it doesn’t start to charge either the battery has been depleted beyond recovery and needs to be replaced or there is a problem with the charging circuit in the tablet.
