Try searching DVD scratch repair on Amazon. I do recommend getting a high-speed PC DVD drive, replicate the damage on a cheap disc and test on it. This kind of scratch is pretty deep and you may have to grind down a fair bit of material. Even if there is no risk of damaging the data layer, the change of thickness or flatness may cause optical problems.
