Is the insole too long in front, which first must be dot-dot-dot

I just bought these shoes used because this brand in a 10 M fits me without trying it on first. Also for financial reasons it was cheap.
Is the toe leather torn partly because the insole was just a little long putting pressure from inside on the toe? Obviously they scuffed the toe which caused it to tear through, but, to repair this toe, do I need to first remove the insole and shave a little off the toe?
2: what would be the cheapest, then easiest way to repair this tear once I do shave the toe of the insole if it needs to be done?
