Does the screen start glitching like that immediately when you turn it on or only after a certain point on the loading bar?
This looks to me like physical damage to the display, was it dropped or anything? You will most likely just need to replace that. You can do it yourself fairly easily but the part itself is typically well over $500, so it does end up being an expensive repair no matter where you go. [product|IF117-029]

Another thing that occurs to me is it could be the LCD cable that is damaged somehow. You could try replacing that instead (Part: https://www.ifixit.com/Store/Mac/MacBook-Pro-Retina-2012-2015-Display-LVDS-Cable/IF123-115?o=1): https://www.ifixit.com/Guide/MacBook+Pro+13-Inch+Retina+Display+Early+2013+LCD+Cable+Replacement/124311 — It’s a bit of a long-shot but it’s definitely a far cheaper repair so I would try it.
