No. T-con board is not responsible for horizontal lines but a bad T-con board can be the issue for this ‘the color on the tv is distorted.’ Horizontal lines are usually caused by the driver board which is actually part of the panel. Check for loose wires etc. When you say the line moves up, is it like the old TV that had vertical hold error where the whole screen slowed moved horizontally or is it just the line?
