I am having the same issue. Same 2019 15” MBP. I discovered it after I set my mouse right click to be the bottom right corner. I noticed a few times that the pad did not push down. … and same as you, it is mainly on the right side. Did you exchange your MBP? I am going to the mac store to test out the display models to see if this is due to design or if my track pad is defective.
