Updated Firmware to 2,1 and now won't boot/no chime

2006 Mac Pro 1,1 updated firmware to 2,1. Seemed to work. Shutdown, starts up, fans spin, power button lights solid white. CD drive spins up. No USB.[br]

Tried variations on removing hard drive, video card, rams sticks, etc.

Tried SMC reset on the board, as well as reset of the board.

When I push the diagnostic button on the motherboard, LED #7 doesn’t light up at all, green, yellow or red.

If it’s the PSU, is there a definitive way to test it? Multimeter?
