My daughter's Moto g was on this non charging state. I have a Moto z force and it's charger wouldn't work or any other charging blocks we have. I couldn't get the cord she was using to work for my phone either. I think her cord went bad and the battery got discharged to low for the charger to sense it. I couldn't do the restart probably not enough power. I eventually was able to charge it on a cigarette outlet charger in my car with a new cord. And it started after that.
