Tammy, good morning.   The answer to your question is  yes, you must replace the digitizer and glass since they are fused together.   The display assembly is approximately $179 for the complete kit here at Ifixit and there are full instructions on how to fix it if you want to do it yourself.  Hope this helps and good luck… John
