Had a few thunderstorms come through over the weekend and now the tv will not power on. The stand by light is also not lit up. I took off the back to check the fuse with a multi-meter and it is showing it to be fine. I am now out of ideas. Is it possible for the fuse to not blow from a surge but other parts of the power board to get fried?

I have also read that in order to properly test the fuse on i need to remove it. Is that accurate?
