Bad batteries is always a possibility. Or it could be something in the iPod is drawing excessive current due to a fault. However if you are seeing this on multiple devices, poor quality batteries is the most likely reason.

It will be hard to troubleshoot without some known-good, or at least high quality parts. Personally, I like to test my “suspect” batteries with a dummy load so that I can see how much juice they can deliver.
