I cannot reset phone with old credentials; password not changed.

I have a phone that I did a factory reset on. During setup it asked for previous google account information. I keyed this in; it asked me if I wanted to update phone information or some such thing; I chose SKIP and then it said I had recently changed passwords and must wait 24 hours but I definitely have not done so. As a matter of fact I have not used that account in about a year. Also the password was accepted as correct. What can I do now?
