I would completely uninstall the Touch Screen drivers through the device manager (Microsoft link [https://support.microsoft.com/en-us/help/4023476/surface-touchscreen-problems-with-touch|here]), as I suspect the issue is in relation to the drivers not being completely installed correctly. [br]

If after that reinstall, you are still experiencing the issues, I would manually download the most recent surface pro 4 touchscreen drivers from Microsoft and try again.  [br]

Quick answer: I think its a software and not a hardware issue. [br]

Follow all of the steps in that Microsoft guide, as that will be the most reputable source in the repair. If you have any further questions or simply need guidance, I’ll try my best to help.
