Lights come on but no Mac is home

Our Mac Pro 2013 is in a weird state where it had been shut down over night, when we have gone to power it up again, the lights (on the back) come on like it’s doing something, the lights stay on for about 15 secs then fade down. The computer makes no chime, and doesn’t (seem to) do anything following this.

Any ideas, help, assistance appreciated.
