It seems you need to fix the “parameter error” that the BIOS is reporting.  I suggest you reset the BIOS by clearing the CMOS.  This YouTube video will get you started.  https://www.youtube.com/watch?v=-9RnIj-EcdQ

At startup, you should see the BIOS self test results or Dell logo with HDMI.  If you don’t see anything at boot before Windows loads, it’s not a Windows problem and a flaw might have developed with the HDMI circuitry on the motherboard.  You might look into an add-on card with an HDMI port.

Other answers have adequately addressed the problem as a Windows issue.
