Keyboard interface for feature phones

This is a question of curiosity more than a repair question.  I note that many modern feature phones have the same basic keypad layout as the Motorola Razr with the navigation in the top middle and two ‘choice’ buttons on the left and the right.  This would imply to me that the ‘keypad controller’, for lack of a better term,  might be common among all these phones.  Does anyone know if this is true?
