Does it register when you press on the screen? Any vibration at all? Seems like you need a new LCD panel at least, if you get no vibration feedback then you'll also want to get a new touch digitizer. These are usually pretty easy to find online.

If there is no vibration when you touch the screen whole the device is on then you need a new LCD panel and touch digitizer. Otherwise you just need to get a new LCD panel. However, it can be quite a difficult task to replace just an LCD depending on the construction of the device (borderline impossible on some devices) so if you'll want to do some research to find some videos showing how to replace the LCD.

If this isn't a touch screen device then you'll just need a new LCD panel. A lot of times with Laptops you can put any laptop screen on as long as it has the same connector and the display is the same size and it has the same mounting points.
