Hey, Emily. If you’re referring to the valve for the EVAP canister, it is mounted on the side of the canister and is typically found near the gas tank. Here’s a video of a 2012 Focus. It may be slightly different than your ‘98-’04, but the location is pretty standard among most sedans.  Hope this helps and good luck with your repair!
