Switch off and disconnect the AC power from the clock.

Press and hold the ''Enter/Time Set'' button for about 10 seconds and then release. (this will discharge any residual power from the clock and release any “corrupted data settings” that are being “held”, that may have been caused by power fluctuations or surges etc.)
Reinstall the backup battery
Reconnect the AC power and test if you can now set it OK
