My immediate concern here is that you bought the phone pre-owned. Not that I want to say the previous owner is lying but it’s quite common to have them selectively forget all kinds of details like water, repairs etc. The first thing to do is to [guide|111172|open] up the device and determine if this phone was worked on previously. It’s pretty easy to spot for someone who fixes phones on a regular basis while it may be more subtle for a DIY fixer.
-There are several flexes responsible for WiFi inside the iPhone (3, I believe) and usually the placement of screws is important to making sure they are all interconnected properly. If the phone was previously repaired, then it is possible that something wasn’t re-assembled properly. Also, if you see any red LDI’s, then you know this phone has been through more than claimed.
